APPOINTMENT AND RESIGNATION OF A NON-EXECUTIVE DIRECTOR


In accordance with paragraph 6.39(a) of the Debt Listings Requirements, bondholders of SANRAL are
advised that the Minister of Transport acting within his powers as per the SANRAL Act has appointed
Mr Chris Hlabisa to the SANRAL Board as a representative of the Department of Transport (“DoT”
effective immediately. The appointment has been made in terms of section 12(2)(b) of the SANRAL
Act, No 7 of 1998, as amended. Mr Chris Hlabisa will be replacing Mr Alec Moemi who has resigned
as the DoT representative to the SANRAL Board with effect from 9 December 2021.

Mr Hlabisa’s appointment was made pursuant to the nomination policy of the Company.

Mr Chris Hlabisa is the Deputy Director General – Roads Branch in the Department of Transport. He
also served as Acting Director General of the Department during 2018 and 2019. Mr Hlabisa’s role
encompasses responsibility for road engineering standards, road infrastructure and industry
development, road regulation and public entity oversight. Prior to his appointment to the DoT in
2013, he was Head of Department at the KZN Department of Transport. His expertise is in the area
of management of transport authorities for which his engineering background is an asset. His
qualifications are BTech (Civil) MDP Pr Tech Eng MSAICE
