1 October 2000 in terms of section 12(1) read with section 14(2) of the Local Government: Municipal
Structures Act, 1998, as amended)

The City of Tshwane Metropolitan Municipality (“the City of Tshwane”) Investor Call
Following the favourable ruling in the case The Premier of the Province of Gauteng and Others vs
Democratic Alliance and Others (Case no 394/2020) [2020] ZASCA 136 (27 October 2020) by the
Supreme Court of Appeal (SCA) last month, the City of Tshwane has now come out of the Section
139(c) Administration and subsequently, reinstated with immediate effect the municipal council where
Councilor Randal Williams emerged as the elected Executive Mayor (EM) on the 30th of October 2020.
The EM has since appointed his Executive Team of 10 Members of the Mayoral Committee (MMCs)
and they have taken over the administration of the City in earnest.
We invite all noteholders, other debt lenders and interested stakeholders of the City of Tshwane to join
us for a briefing on the above developments, the current status of the City and the future plans the EM
and his Executive Team to be rolled out in the remaining twelve months ahead of the next Local
Government Elections.
