APPOINTMENT OF DEBT OFFICER

Noteholders are hereby advised that, in compliance with paragraph 6.39(a), read with paragraph 7.3(g) of the JSE
Debt Listings Requirements, Mr Siyabonga Shange, the Company’s Treasury Manager, has been appointed as
SANRAL’s debt officer (“Debt Officer”) with immediate effect.

The board of directors of the company has considered and satisfied itself with the competence, qualifications and
experience of Mr Shange in his appointment as Debt Officer.
