Appointment of Group Head: Treasury and Financial Strategy
The City of Johannesburg Municipality is pleased to announce that Mr Sinovuyo Mpakama has been
appointed to the position of Group Head: Treasury and Financial Strategy, effective from 01 October
2018.
His primary responsibilities in the municipality entail safeguarding and accounting for the City’s financial
assets, which includes all Cash Management, Debt Management, Investment Management and Risk
Management activities. Additional responsibilities include developing the City’s financial forecasting
processes as well as providing strategic guidance and support to the Group Chief Financial Officer.
Prior to joining the municipality, Mr Mpakama served as Senior Manager responsible for the long-term
funding program of government at National Treasury where he led the team responsible for financing
government’s gross borrowing requirement through the issuance of government debt securities in the
domestic and international capital markets. Further duties at National Treasury included managing
national government debt optimally, contributing to the development of the domestic capital market,
broadening the investor base by developing and maintaining relations with key institutional investors in
fixed income markets and effectively managing relationships with banking partners and counterparties.
Mr Mpakama holds a Master of Commerce degree in Finance from the University of the Witwatersrand,
a Bachelor of Commerce (Hons) degree in Finance from the University of Cape Town, and a Bachelor
of Economics degree from the University of Fort Hare. He has over 10 years’ capital markets
experience, during which period he has gained expertise in Treasury Management, Capital Markets,
Funding and Liquidity Management, Financial Risk Management and Investment Management. He
joined National Treasury in December 2013 after spending six years in the private sector, initially with
the Nedbank Group and subsequently at Liberty Life Group.
He brings a wealth of knowledge and experience and his expertise in treasury and financial
management will strengthen the City’s management team.
