THE CITY OF TSHWANE METROPOLITAN MUNICIPALITY
(A municipality as described in section 2 of the Local Government Municipal Systems Act, 2000, duly
established in terms of Notice No. 6770, promulgated in the Provincial Gazette Extraordinary of 1
October 2000 in terms of section 12(1) read with section 14(2) of the Local Government: Municipal
Structures Act, 1998, as amended)

("City of Tshwane" or the "Issuer")

DEBT OFFICER APPOINTMENT

In compliance with paragraph 6.42(a) of the JSE Limited Debt and Specialist Securities Listings
Requirements, debt holders are advised that the City of Tshwane has been appointed Mr. Owen Witbooi
as Divisional Head: Treasury Office. He joined the City of Tshwane from the Gauteng Provincial
Treasury where he served as Deputy Director-General: Municipal Finance.

In his capacity as Divisional Head: Treasury Office, Mr. Witbooi has accordingly been appointed as the
debt officer, with immediate effect, relieving Mr. Trevor Gareth Mnisi, in his capacity as the Chief
Financial Officer of City of Tshwane, who acted as debt officer.

The Accounting Officer of the City of Tshwane confirms that he has considered and is satisfied with the
competence, qualifications and experience of Mr. Witbooi to take on the role of debt officer.
