PROPOSED CHANGE OF NAME


Noteholders are referred to Government Gazette No 48519, dated 3 May 2023 (“Publication Date”)
available at 48519_3-5_WaterSanitation Separate.pdf (gpwonline.co.za) relating to the:

-   intention to change the name of Umgeni Water to uMngeni-uThukela Water, in terms of section
    28(1)(b) of the Water Services Act, 108 of 1997 (“Water Services Act”); and

-   gazette the name change of the geographic area of Umgeni Water so that the former Mhlatuze
    Water’s area of operations in northern KwaZulu-Natal (“KZN”) is incorporated and called
    uMngeni-uThukela Water.

Rational for the change of name

In terms of section 28(1)(a) to (d) of the Water Services Act, the Minister of Water and Sanitation may,
by notice in the Gazette, establish a water board; give it a name or approve a change of its name;
determine or change its service area or disestablish it. Accordingly, noteholders are advised that Mr
Senzo Mchunu has approved and gazetted the extension of the boundary of Umgeni Water to include
Mhlathuze Water to form a single water board in KZN and facilitate the transfer of staff, assets and
liabilities to Umgeni Water. Umgeni Water will transform into a new entity servicing the former
Mhlathuze Water’s area of operations in northern KZN.

Invitation for comments

All interested and affected persons are invited to comment in writing on the name change of Umgeni
Water to the proposed uMngeni-uThukela Water, for a period of thirty calendar days, effective from
the date of the Publication Date. All such comments must be addressed to Mr S Letsholo, to be
