PUBLICATION OF THE REVISED TRANSNET SUPPLY CHAIN MANAGEMENT POLICY

Noteholders are hereby notified that Transnet's Board of Directors has approved revisions to the
company's Supply Chain Management (SCM) Policy. This Policy came into effect on 11 December
2023. This new Policy is in compliance with all applicable laws to give effect to an appropriate
procurement system that is fair, transparent, cost-effective, competitive and equitable as
envisaged by Section 51(1)(a)(iii) of the Public Finance Management Act (PFMA) read with Section
217 of the Constitution of the Republic of South Africa.

The revised Policy empowers Transnet to differentiate between procurement that is directed at
operations for revenue generation and procurement of other goods and/or services for
consumption. This will enable Transnet to put in place appropriate procurement mechanisms that
will ensure agile sourcing of goods and services for commodities that have an impact in the
delivery of goods and/or services to Transnet customers. It will be ensuring that the maintenance
of machinery, equipment, rolling stock, railway lines etc. is not compromised due to delays in
procurement processes which result in congestion in the Ports and other areas as we recently
experienced.
