THE CITY OF TSHWANE METROPOLITAN MUNICIPALITY
(A municipality as described in section 2 of the Local Government Municipal Systems Act, 2000, duly
established in terms of Notice No. 6770, promulgated in the Provincial Gazette Extraordinary of
1 October 2000 in terms of section 12(1) read with section 14(2) of the Local Government : Municipal
Structures Act, 1998, as amended)

("City of Tshwane" or the "Issuer")

APPOINTMENT OF CHIEF FINANCIAL OFFICER

In terms of paragraph 6.39 of the Debt Listings Requirements, the Issuer advises Noteholders that Mr
Trevor Gareth Mnisi has been appointed as Chief Financial Officer (CFO) of the City of Tshwane with
effect from 1 November 2023.

Mr Gareth Mnisi has been in local government since 2009 and besides positions he has held in middle
management, he has at senior level been Chief Financial Officer of the following municipalities:
Randfontein Local Municipality: 2022
Chief Albert Luthuli Local Municipality: 2018
Thaba Chweu Local Municipality: 2013

Educational Qualifications:
Master of Commerce Business Management (UJ)-2021,
Associate Member of the Chartered Institute of Government Finance, and
Audit and Risk Officers (CIGFARO)

The CFO of a municipality is a section 56 employee in terms of the Municipal Systems Act (MSA). A
CFO is a senior manager directly accountable to the City Manager/Municipal Manager and he/she is
appointed by the municipal council after consultation with the municipal manager. The legislature (MSA)
requires that all municipalities should appoint a CFO who must be a member of the Senior Management
of the municipality. The CFO was appointed in terms of Regulations on Appointment and Conditions of
Employment of Senior Managers as reflected in Government Notice No.21, Gazette No. 37245 of 2014
(refer to annexure A), and the Local Government: Municipal Systems Amendment Act, 2022 (Act No. 3
of 2022) (refer to annexure B).
