NOTICE TO INCREASE THE NOMINAL AMOUNT OF THE ZAR10,000,000,000 DOMESTIC MEDIUM
TERM NOTE PROGRAMME (the “Programme”)

Investors are advised that pursuant to clause 17 of the Amended and Restated Programme Agreement
dated 28 February 2012, as read with Condition 18 of the Terms and Conditions, the aggregate Nominal
Amount of the Programme shall be increased with immediate effect to ZAR20,000,000,000 from
ZAR10,000,000,000, whereupon all references to the current Nominal Amount of the Programme in the
Amended and Restated Programme Memorandum, Amended and Restated Programme Agreement, the
Amended and Restated Agency Agreement and any other relevant documents will be deemed amended
accordingly.

Terms used in this announcement have the meanings given to them in the Programme Memorandum.
