PPC appoints Ketso Gordhan as Chief Executive Officer

PPC appoints Ketso Gordhan as Chief Executive Officer from 1 January 2013

The board of directors of PPC is pleased to announce the appointment of Mr. K (Ketso) Gordhan to
the Board as Chief Executive Officer Designate from 1 November 2012. He will succeed Mr. Paul
Stuiver as Chief executive Officer from 1 January 2013.

PPC Group Chairman, Bheki Sibiya, commented: “While earlier this year we extended the time frame
to finalise the process for appointing the new CEO we believe it was very worthwhile as we are
delighted now to appoint Ketso as the next CEO. My PPC colleagues and I wish Ketso every success
in his new role and we look forward to his contributions to the Company.”

Ketso’s most recent role has been with The Presidency for the Government of South Africa, since
2009, where he developed performance metrics and targets for all government ministries. Prior to this
role he was Head of Private Equity at FirstRand Financial Services Group for almost a decade. In his
role as city manager during 1999 and 2000, Ketso led the team which successfully reversed the then
dire financial position of the City of Johannesburg.

Sibiya added: “Ketso brings a wealth and blend of experience in business and in government, as well
as knowledge of various industries to the helm of southern Africa’s oldest and largest cement
company. The board is confident that his experience, combined with the vast industry knowledge of
the existing PPC management will allow for the continued successful implementation of the
company’s strategies.”

Thanking the outgoing CEO Paul Stuiver, Sibiya said: “Paul has played a pivotal role, together with
his team, in dealing with the challenges facing the Group and in laying foundations for the company’s
continued progress. Additionally, he has played a major role in formulating our strategies for the
future. I would like to thank Paul on behalf of the Board and all his colleagues for his valuable
contribution to the advancement of PPC and wish him well in his retirement.”

In the past three and half years Paul, together with the Board, has been instrumental in the following:
- Strong leadership during an unprecedented time of competitive dynamics in the SA cement industry
- Conclusion of the BBBEE Phase II transaction resulting in 26% black ownership of PPC in South
Africa
- Appointment of a new CFO in 2011 and several other key leadership roles
- Development of the Africa expansion strategy and the acquisition of a 27% stake in Habesha
Cement in Ethiopia
- The acquisition of Pronto Holdings ready-mix in Gauteng
- Development of PPC’s Western Cape modernisation strategy

The Presidency, Government of South Africa 2009 – 2011 (Advisor)
His role in the office of the President was to develop and institute performance outcome metrics and
targets for all government ministries. He assisted in putting agreements in place for all Government
Ministries including Education, Health, and Housing.

First Rand Group 2000 – 2009 (Head of Private Equity)
He joined the Group in 2000 and was then appointed as Head of Private Equity from 2001 to 2009
managing teams in South Africa and Australia. During this time he orchestrated a number of
successful deals, including Idwala, Ethos, Alstom SA and Life Health Care serving on many of these
boards in a non-executive capacity. This provided valuable exposure to several manufacturing
companies.

City of Johannesburg 1999 – 2000 (City Manager)
When Ketso took over the City its administration was on the verge of bankruptcy with debts of around
R400m. After his term the debt was cleared and the City was in the position to raise formal funding for
the expansion of municipal infrastructure. He instituted major institutional reform that consolidated
four sub-structures into a single entity while managing an active and unionized workforce of 34,000.

Ministry of Transport, Government of South Africa 1994 – 1999 (Director General)
Ketso first served as Director General to the first post-democracy Minister of Transport during a period
of significant transformation in South Africa’s transportation policies and infrastructure development.
He introduced data-driven decision making and public-private partnerships, utilizing private sector
capital (and risk transfer). He was involved in a number of transactions both public and private
including privatising ACSA and setting up the first fully privately funded toll road (N4 to Maputo).
SANRAL was also created during this period of modernization of South Africa’s public transportation
system.

African National Congress 1992 – 1994 (Campaign Manager), 1990 – 1992 (Policy Co-ordinator)
He coordinated the national election campaign for the ANC, electing Nelson Mandela as the first
democratic President of South Africa and establishing the ANC as the ruling party. As the policy
coordinator in 1990 he served on the ANC Economic Planning team to produce policy frameworks for
the democratic government in waiting. He was key to the “Ready to Govern” document guiding the
Mandela government’s framework to public policy.

United Democratic Front 1983-1987 (Regional Organizer)
While with the United Democratic Front (UDF), a broad based anti-Apartheid movement, Ketso
mounted multiple national campaigns that bolstered support for an end to apartheid. From, 1977, he
participated as an activist in various youth, student, community and political organizations that led to
the formation of the UDF in 1983.
