VOTING RIGHTS AND CAPITAL INCREASE

In accordance with the DTR 5.6.1A, Capital & Counties Properties PLC (the “Company”)
would like to notify the market of the following:

With effect from 27 September 2012, the Company’s issued share capital consists of
753,127,803 Ordinary Shares of 25 pence each with voting rights. The increase comprises
257,592 shares issued on 18 September 2012 pursuant to the Company’s Scrip Dividend
Scheme, and 68,400,000 shares issued on 27 September 2012 pursuant to the placing of
shares announced on 19 September 2012. The Company does not hold any treasury shares.
Therefore, the total number of voting rights in the Company is 753,127,803.

The above figure (753,127,803) may be used by shareholders as the denominator for the
calculations by which they will determine if they are required to notify their interest in, or a
change in their interest in, the Company under the Disclosure and Transparency Rules.
