DECLARATION OF CUMULATIVE PREFERENCE DIVIDENDS                                  
Notice is hereby given that the following cumulative preference dividends have  
been declared:                                                                  
-    6.5% CUMULATIVE PREFERENCE SHARES - DIVIDEND NO. 72                        
     A dividend at the rate of 6.5% per annum in respect of the six months      
ending 31 January 2005 (equivalent to 6.5 cents per share per annum) (2004:
     6.5 cents per share per annum) payable on Monday 7 February 2005 to        
     preference shareholders recorded as such in the register of the Company at 
     the close of business on the record date, Friday 4 February 2005. The last 
day to trade to participate in the dividend is Friday 28 January 2005.     
-    6% CUMULATIVE PREFERENCE SHARES - DIVIDEND NO. 72                          
     A dividend at the rate of 6.0% per annum in respect of the six months      
     ending 31 January 2005 (equivalent to 6.0 cents per share per annum) (2004:
6.0 cents per share per annum) payable on Monday 7 February 2005 to        
     preference shareholders recorded as such in the register of the Company at 
     the close of business on the record date, Friday 4 February 2005. The last 
     day to trade to participate in the dividend is Friday 28 January 2005.
